When the user accesses the host list for the first time and no hosts
have been detected to display in the list, display an informative
placeholder message to enhance the user experience.

This commit does not internationalize the messages it creates.
Internationalization will be added at a later commit.
Translate empty host list placeholder messages in the host list page
from the web app, and update messages files.
Check whether an connection is active before displaying the empty host
list placeholder to keep it from displaying when the connection fails.
In the host list page from the web app, make the contents of the empty
list placeholder more dim, and add an icon to it.
In the empty list placeholder from the host list page of the web app,
update the English text as part of an effort to make it better.
