Create a CONTRIBUTING.md file at the root of the repository to instruct users on how to contribute to this project. Contribution can manifest in different kinds, such as code submission, and translation.

At this time, since luca0n.com does not have a Weblate instance (or equivalent), the proper current way of helping translate the project is to directly commit translation files. Translation is, of course, dependent on !27.

Additionally, since third-party user accounts are not available on git.luca0n.com, contributors should be instructed to submit patches via e-mail or Matrix.
