At this time, libknock2 is licensed under the AGPL-3.0-only license. This could prevent using the library under Windows with Npcap, a source-available but non-open source library.
To allow use with Npcap, the library could be licensed under the GNU Lesser General Public License (or any other license that allows linking with non-libre software), or add an exception to the license explicitly allowing linking with Npcap.
Since libknock2 is a small library, it would make more sense to license it (or dual license it) under the LGPL or some other permissive license.
